DISTRICT ASSESSMENT

Assessing District Vulnerability with Independent Booster Clubs

Instructions

For each question below, answer based on current district-wide policy and verified practice across ALL your booster organizations (Athletic, Band, Theater, Academic, etc.).

The quiz comprises three sections and will take an average of 2 to 5 minutes to complete.

Upon completion you will be shown your result in real time.

Section A: Financial Controls & Fraud Prevention

Does the district mandate that every booster organization require two unrelated signatures on every outgoing check or digital disbursement?

Does the district receive an annual, end-of-year financial report from every booster organization operating using the school's name?

Does the district forbid school employees (coaches, teachers, principals) from having signing authority on booster bank accounts to prevent conflicts of interest?

Do you know, within a reasonable margin of error, the total combined gross revenue generated by all booster clubs in your district last year?

Does the district have a strictly enforced policy prohibiting direct payments, stipends, or excessive personal gifts from booster clubs directly to school employees (coaches, directors)?

Section B: Legal & Compliance Exposure

Does the district maintain a current file verifying the active State Secretary and IRS 501(c)(3) status of every booster club to ensure donations are legally tax-deductible?

Can you verify that every booster club filed their required IRS Form 990 last year?

Does every booster club carry their own General Liability and Directors & Officers (D&O) insurance policies, separate from the district's coverage?

Does the district have current copies of the bylaws for every operating booster club on file?
